The City Watch are a newly formed city peacekeeping force. They are unsophisticated, inconsistent, and have low discipline, but are effective enough for the current stage of the city. Their low discipline and individual likelihood to overreact to situations or take bribes is more borne out of the organisation’s infancy than a culture of corruption.
